Founder & Managing Director
To’Puan Seri Dr. Hidayah Wan Ismail
Dr. Hidayah is the Founder and Managing Director of Khalifa Intelligence, a governance-led AI and digital solutions firm focused on responsible, sovereign-grade intelligence systems.
With a multidisciplinary background spanning law, (L.l.b) International Political Economy (M.A), Islamic Civilisation (Ph.d), and strategic enterprise development, she brings a rare lens to technology — one that integrates ethical architecture, regulatory alignment, and long-horizon institutional thinking.
Her work centres on structured AI deployment for governments, GLCs, and regulated industries, with emphasis on data governance, operational integrity, and national development alignment. She advocates for AI systems that are not only intelligent, but accountable — designed to enhance decision-making without compromising sovereignty or trust.
Through Khalifa Intelligence, she advances a model of “governed intelligence” — where innovation is paired with stewardship, and technological capability is anchored in responsibility.
Chief Technology Officer
M Julian Hadi Husaini
Julian brings over two decades of experience leading large-scale digital transformation programmes and building strong project governance frameworks across telecommunications, infrastructure, and enterprise technology environments.
He began his career in 1998 as a Researcher at TNB Research, contributing to early work in smart card systems and electric vehicle charging technologies. He later joined System Consultancy Services (SCS), where he rose from System Engineer to Head of Special Projects and subsequently Head of Systems, Network and Security.
He went on to serve as IT Project Manager at MTU Services, overseeing ICT security and documentation management systems, before joining Jaring Communications as Chief Innovation Officer, where he led the company’s technology and innovation strategy.
Prior to Khalifa Intelligence, Julian served as Chief Project Officer and Chief Technology Officer at Envy Formula Sdn Bhd, managing end-to-end project execution from strategy and design through delivery and closure.
A registered engineer with the Board of Engineers Malaysia (BEM) and the Institution of Engineers Malaysia (IEM), Julian is also certified in Business Sustainability Management by the Cambridge Institute of Sustainability Leadership (CISL). He holds a Master of Engineering in Telecommunications from Multimedia University and a Bachelor of Engineering (Hons.) in Electronic Engineering with Management Science from the University of Kent.

Prof Dato’ Dr. Noraieni Haji Mokhtar
Prof Dato’ Dr. Noraieni Haji Mokhtar brings more than four decades of leadership across academia, national policy, international diplomacy, and sustainability governance.
A distinguished research fellow at the Institute of Oceanography and Environment (INOS), Universiti Malaysia Terengganu, and former Vice Chancellor of UMT, she is widely recognised as one of Malaysia’s foremost authorities in ocean policy, maritime governance, and the blue economy. She was the first woman Vice Chancellor on the East Coast of Malaysia and previously served as Director and Undersecretary at the National Oceanography Directorate, Ministry of Science, Technology and Innovation (MOSTI), where she helped shape Malaysia’s national ocean policy framework and established the National Oceanographic Data Centre.
Her international leadership includes serving on the UN Ocean Decade Advisory structures under UNESCO’s Intergovernmental Oceanographic Commission, representing Malaysia in regional and global marine science platforms, and contributing to multilateral capacity building initiatives across ASEAN and the Western Pacific.
An award-winning inventor and recipient of multiple international recognitions, including Geneva Gold Medals and the International Khwarizmi Award, Prof Noraieni has led research spanning coastal engineering, marine spatial planning, climate risk, maritime heritage protection, sustainable fisheries, and ocean governance. She currently leads an integrated national research initiative on transforming coastal fisheries through innovative vessel design under a Strategic Research Fund grant from MOSTI.
Beyond research, she is a champion of science diplomacy, institutional transformation, ESG governance, and community empowerment. Her work consistently bridges government, industry, universities, and civil society—aligning innovation with sustainability, policy integrity, and long-term national resilience.
